Some of it maybe genetic and you might not be able to do anything about that. Have you seen a dermotologist? They might help. Also it could be allergies. That can cause dark circles under eyes. Good luck.

First of all, relax..take a deep breathe…
the simplest thing u can do is hide the scars by applying loads of make-up…but i wont advise u to apply so much make-up & harm ur skin….
these r some tips which i have noted in my study..
1) Please don't use Mederma its a waste of money, i have burn marks & my bf has got stitches scare & we tried using Mederma but it dint work. Mederma is a waste of money
2) Make use of glycolic treatments for your face on a weekly basis. You can start off with a 30% solution and move up if necessary. Also do a test first and be very careful, you want to help remove scars, not cause anymore. Glycolic acid treatments help to exfoliate the skin and encourage collage production so that you are revealing newer, plumper cells underneath.
3) Use sunscreen everyday preferably 30 SPF or higher. Sun damage can worsen scars, make them appear darker and therefore, more visible. Furthermore, your skin has natural healing processes that the sun halts and damages, so sun protection is essential to increasing your skin's ability to heal itself. I advise u to use SUNBAN LOTION with SPF 50 in the morning as this sunscreen would not let sun damage ur scar by making it darker & more visible.
